I think some little yellow neos would pop nicely!
Personally, anything bright colored would stand out against the green and dark substrate. I’d stick with some yellows, orange, and red. Also sent you a PM since I have some shrimp you might be interested in 🙂
I agree that yellow neos would look great! But I’m going to vote no on the betta
