Please make sure your tank is cycled properly first. Yes, please be patient and build up good bacteria before adding shrimp.
For plants, I use a shrimp safe tablet that goes underneath a layer of stratum, I use volcanic clay pellets.
I’d go for red root floaters or horn weed if you want something on the surface. Duckweed multiplies really fast and is lil teeny tiny pieces of mayhem.
Shrimps like to hang on duckweeds and sometimes even lay eggs on the roots like what happened in my tank with a Java fern and duckweeds so yes get duckweeds or water hyacinths for them to lay those eggs
