you need the water current aimed at a nice spot for the shrimp to sit on.if it filters too much just take half/all the sopnges out, maybe put some lava rock in the filter instead (depending on the filter type)
if you only have some shrimp or even only bamboo you dont really need filtration.
you could also instead get a device that just produces current and can be aimed.
