The white stuff could be vorticella, a shrimp parasite.
You can do salt bath (do deeper research first for this method) or use paraguard to treat it.
As for the yellow shrimp, yes it is a neo.
Also, breeding different colored neos could degrade their color and will often result in wild coloration of their offspring or they may come out as transparent etc.
If your ok with this then you can breed them, its just that your colony would lose its bright colors overtime.

Looks like a split end. Maybe try an antenna mask with jojoba oil and lower the temp on it’s hair dryer.
