Sure. Make sure you start adding a tiny pinch of food every day to keep it cycled. Shrimp prefer a mature well-cycled tank.
You will want to do a few hours of research on shrimp food, shrimp minerals, GH, TDS, copper, and common parasites.
Shrimp have a pathetically small bio load, so feel free to not worry so much about the small tank size.
