Could it be limpets? Are they like flat round spots on the glass and plants? Try googling pictures of those and see. They’re completely harmless if it is that.
I’m not sure but my best guess would be that some of the shrimp were carrying eggs and the temporary stress of the new tank caused them to discard them.
So those may be loose shrimp eggs.

Pretty sure they’re leftover food with mold encasing them.
Do you have any nerite snails or maybe ramshorn?
