Hard to tell! I’ve had neos that I was SURE were going to die of failed molt that looked just like this, and then a few days later I’d notice a fresh molt and see them just chillin, no more ring. Keep an eye on it for a few days. Your gH and kH are plenty high to be providing enough minerals.
I’m not a super-expert, but I feel like I read somewhere in the past that if the kH is *too* high, it can cause their exoskeleton to harden more than it should and make molting more difficult…. So if you do notice deaths, perhaps try to lower the kH to around ~4-5? Hopefully someone with more knowledge than me can chime in on that.
It could be a sign of a failed molt. I’d definitely keep an eye on your water parameters just in case!
