That does look like an incomplete molt, especially from picture 3. It does look loose though, so my hope would be that the little friend gets out of that on their own. Incomplete molts are usually fatal from what I understand, but this looks different than the white band of doom. Someone with more experience might have some advice on how to proceed or if you should actually be worried.
