If they have arrow shaped heads, then they are planaria and you need to get rid of them (NO Planaria from amazon works). If they dont have arrow/pointy heads then they most likely are just detritus worms and part of having a tank with plants

Looks like mosquito larva to me.
It is a detritus worm. They aren’t harmful to shrimp. Most fish will eat them.
