Probably hair algae. Maybe your light is on too long
Surely it’s not spiderwebs but that’s the only way I can describe how it looks
Biofilm maybe? That’s unlikely tho since there are shrimps and snails there which eat biofilm but I’ll put my guess here anyways.
It looks like hair algae. Cutting down on the time the light is on will help a lot.
