For shrimp? Yep it’ll be fine. Though you don’t really need the heater for the shrimp, it’ll increase risk of a bacteria infection that can wipe out the colony. You’ll also need lots of plants since shrimp love plants.
If you’re worried about them getting caught in the filter just block the entrance and prevent them from getting into it.. like some sort of foam or small mesh netting.
