Yes they spread eventually will cover it all up
I don’t think duckweed propagates like this, I have a ton in my tank and never seen these green dots. They look more like some kind of crustacean egg. Do you have a loupe or some magnifying glass?
I’m specifically asking about the small green ball-like things.
Looks more like algae
Duckweed is a floating plant. If it gets trapped under the water it dies.
