I’ve had mine fall or be stripped off. Usually they’re fine, so long as there is still flow around them (filter should actually be fine).
Looks like dropped neocardina (cherry shrimp) eggs yes, this happens usually when the shrimp is stressed its pretty common. You can always build a tumbler if you would want to try to hatch them.
